The platform from Student First Technologies — Theodore

The rule engine
TheoPay™ scans the shopping cart, adjudicates every SKU against program rules, and issues a one-time-use virtual card — locked to that vendor, for that amount, for a finite window — when every item clears. Powered by a proprietary ML system built on deontic reasoning.
See TheoPay™Four disbursement paths
Direct ACH, Pay Now invoice payments, out-of-pocket reimbursement with OCR adjudication, or TheoPay™. The first three settle via ACH to known, verified parties. TheoPay™ enables open marketplace shopping.
Controls & reporting
Role-based access controls and configurable multi-stage approval workflows give administrators precise control over their team and program. Timestamped, attributable steps for a clean chain of decision-making.

Student First Technologies is a financial technology company, not a bank.
Theodore serves every stakeholder in the funding ecosystem.
Our platform is purpose-built for the nonprofits and state agencies that administer K–12 education funding programs. It runs on cloud-based, secure, program-isolated platform architecture — configured per program to the exact legislation or rules in scope — and supports the full funding lifecycle: intake, awarding, management, and disbursement. State ESAs, Tax Credit Scholarships, microgrants, and managed spending programs.
Our platform is purpose-built for K–12 education funding — not retrofitted from generic spend management. Card issuance, fund custody, and ACH movement all run through our sponsor bank — Bangor Savings Bank, Member FDIC — as purpose-built infrastructure for the unique needs of education funding programs. SKU-level adjudication, per-program rule configuration, and program-isolated architecture aren't retrofitted — they're the foundation.*
Yes. The platform is configurable per program. A state can run an ESA, a Tax Credit Scholarship, and a microgrant on the same infrastructure with different rule sets, eligibility logic, and spend policies — without rebuilding for each one.
No. Our platform is the education funding layer — application, eligibility, adjudication, and disbursement. It integrates with existing SIS and accounting systems rather than replacing them. Specific integrations depend on the program and tenant configuration.
3–6 months, sometimes sooner depending on program type, scope, and scale. Typical deployment timeline reflects program complexity and integration scope.
No. Student First Technologies is a financial technology company, not a bank. Banking services — fund custody, card issuance, and ACH movement — are provided by Bangor Savings Bank, Member FDIC.*
All program funds are held with our sponsor bank — Bangor Savings Bank, Member FDIC. Per-student wallet balances are program-ledgered representations of fund availability.*
Student First Technologies operates under a SOC 2 Type II program with annual third-party audit. Reports are available under NDA to administering agencies and qualifying partners as part of standard due diligence.
Persona provides identity and income verification, embedded in the family application flow. Plaid provides secure bank account connections. ACH movement is enabled by our sponsor bank relationship with Bangor Savings Bank, Member FDIC — not Plaid.*
Infrastructure hosting is in the United States. Customer support is staffed by U.S.-based teams. The onshore posture is designed for the data-residency expectations state agencies bring to procurement.
No. Wallet funds are accessible only through approved spend channels — SKU-level adjudicated card transactions via TheoPay™, direct invoice payments to platform vendors, ACH disbursements to schools and vendors, or reimbursement submissions. No ATM, cash, or physical-card access exists.*
Real-time SKU-level adjudication evaluates each transaction against the program's configured eligibility rules at the point of purchase. Non-compliant items are declined at checkout. Adjudication decisions are logged with full audit context.
No platform fees on the recipient side. Our platform operates as an open network — schools and vendors are not required to join a closed marketplace or pay platform fees to receive payments.*
ESAs are state-funded — dollars appropriated by the state flow into program-specific accounts. Tax Credit Scholarships are donor-funded — charitable contributions to a 501(c)(3) SGO are routed into scholarship-eligible wallets. Our platform supports both on the same configurable rule engine.
